办理外商邀请函须知
Notice on Handling the Invitation Letter Offered by Foreign Merchant
北京市经贸委是外交部授权邀请外国人来华业务审批部门，被邀请人持经东城区外经贸委签署意见并加盖公章后"申请外商来访报告表"（一式三份）到市经贸委审批（九十天以内的一次和二次外商来华邀请由区县外经贸委审批）。
一、 邀请函可申办证种类：
1、效访问签证（F）
签证有效期最长90天。
2、多次有效访问签证（F）
签证有效期最长180天。
为维护国家主权和平等互利原则，此种类签证严格控制。除填写"来访报告表"外，还需附报告详细说明理由。
3、一年一次有关居留签证（Z）
外国人来华在外商投资企业、外国企业驻华代表机构长期工作者，和依据中外双方所签有协议（合同）项下的外籍专家办理此种签证。持Z签证的外国人，入境后需在30日以内办理好居留证。
4、 办理三资企业家属的邀请函
（1）陪伴长驻者可发Z签证邀请；
（2）短期发探亲邀请。
二、 发证变更
1、持我签证机构发证的"F"、"L"签证入境的外国人在京办理"居留证"，需首先将"F"、"L"签证变更为"Z"签证。根据有关规定，企业营业执照中注册的董事长、总经理、副董事长、副总经理及其家属可在境内将"F"、"L"签证变更为"Z"签证。其它人员必须在境外办好"Z"签证方能在京办理居留证。
2、"暂住证"、"居留证"有效期满，持证人仍需在京居留，需办理证件延期手续。申报和审核手续与初次办理证件手续相同，持证人需于证件有效期满前7天到东城区外经贸委办理审核手续。
3、"L"签证只有在变更"Z"签证时我委才能受理。
三、 注意事项
1、无论在哪个国家工作的港澳台同胞只要是没有改变国籍就不能发邀请函。
2、机场签证，一般不予办理。
3、非建交国家外商一般不邀请。
Authorized by the Foreign Affairs Ministry, Beijing Foreign Trade and Economic Cooperation Committee is a department in charge of examining and approving the invitation of foreign merchant to China. The person invited should take the "Report on Application for the Invitation of Foreign Merchants" signed and printed with the public stamp by Dongcheng District Foreign Trade and Economic Cooperation Committee to municipal Foreign Trade and Economic Cooperation Committee for examination and approval (once or twice invitation of the foreign merchant in 90 days can be examined and approved by the district or county foreign trade and economic cooperation committee).
I. Type of visa applied with the invitation letter:
i. One time effective visit visa(F)
The validity period of the visa can reach 90 days.
ii. Multiple times effective visit visa(F)
The validity period of the visa can reach 180 days.
To maintain the sovereign rights of the state and the principle of equality and mutual benefit, this kind of visa should be under strict control. The person invited should append the "Visit Report Form" with detailed report to list the reason.
iii. Residence Visa Valid Once a Year(Z)
Foreigners working for long period in the foreign invested enterprise in China, foreigners working in foreign enterprise agencies in China and foreign experts supported by relative contract signed by both Chinese side and foreign side can apply for this kind of visa. Having entered China, all the foreigners holding this kind of visa should acquire the residence permit in 30 days.
iv. Handling the invitation letter of the relative of the staff of three-capital enterprise;
(i) Relatives tending to accompany the staff for a long period can apply for Z visa;
(ii) As to the relative of the staff tending to come to China for a short period, the invitation for visiting the relative will be released.
II. Visa Alteration
i. As to the foreigner entering China with "F" or "L" visa issued by our visa office, if he wants to get the residence permit in Beijing, he should at first change "F" or "L" visa into "Z" visa. According to relative regulations, the board chairman, general manager, vice board chairman, vice general manager and their relatives can change their "F" or "L" visas into "Z" visas in China, whereas other person must change their "F" or "L" visas into "Z" visas out of China before applying for the residence permit in Beijing.
ii. If the "Temporary Residence Permit" or the "Residence Permit" expires, people holding the permit tending to stay in Beijing longer should conduct the procedure to prolong the permit. The application and approval procedure is the same as that of the first time. The permit holder should conduct the auditing procedure 7 days before the permit expires in Dongcheng District Foreign Trade and Economic Cooperation Committee.
iii. Our committee can take the visa once the "L" visa has been changed into the "Z" visa.
III. Notice:
i. No invitation can released to the Hongkong or Macao compatriot who works in other country but has not changed his nationality.
ii. Airdrome visa can't be accepted.
iii. No foreign businessman of countries that have not yet established diplomatic relation with China can be invited.
